No. According to game director Jake Solomon, "there are infinite XCOM realities. In the reality that spun off the events of XCOM 2, EU ended very quickly and EW never happened."}
{=(msgsim):**What about the simulation line in X2?**
That referred to on-field deployment analysis and training scenarios meant to improve ADVENT tactical capabilities on the field. Tygan says the Commander's Chip spent the last 20 years "passing a vast amount of data directly to (his) cerebral cortex", the content of which were "Tactical combat simulations. Wargames. The sheer volume of encounters (the Commander was) processing was astounding."
Furthermore, the Project Report reads "the device functions as both a transmitter and receiver, relaying information via some form of Psionic link", and that "the Commander may have played a more important role in ADVENT's operations than we could possibly imagined".
Both of Tygan's remarks indicate tactical analysis and predictions of ongoing real time deployments, as you wouldn't need to transmit and receive data from the field if you were just rehashing an old scenario.
Also, "wargames" are a real military procedure which happens several times a year to train troops for combat readiness, and there is little to no use in constantly simulating an invasion you already won 20 years ago. We don't practice the Normandy beach landings every year, and neither does ADVENT.}
{=(msgcmdr):**Why the Commander "matters" so much to the XCOM project?**
The Commander was chosen by the Council of Nations to lead the intergovernmental XCOM project, which made him the top choice candidate in a very select group of individuals.
In XCOM 2's reality, Earth fell in 6 weeks. As all countries were being systematically destroyed during that month and a half, the Commander's leadership allowed XCOM to stop abductions and terror missions, research laser and plasma (as well as advanced armour) prototypes, and shoot down UFOs and develop humanity's very own repulsorlift-capable Firebrand UFO/jet fighter hybrid -- all of which are impossible to do in a normal XCOM 1 campaign due to the way the game works.
Every single player in existence would take 6 months to develop laser and plasma weapons and get a Firestorm. XCOM 2's Commander did it all in 6 weeks.
Basically, X2's Commander is the equivalent of the world's best XCOM players rolled into one, with cheat codes.}
{=(msgX-COM):**Is XCOM the same as the old X-COM?**
No.
X-COM was established in Geneva, Switzerland in December 11, 1998 in response to alien threats after a failed effort by Japan and other countries. It immediately went into operation.
XCOM was established in 1993 as "the theoretical principles of defense against an unknown enemy", but all agreed upon preparations were carried out by the participating council nations immediately. For more than two decades, the project remained dormant, with limited personnel records maintained by an agreed upon representative of the council, and was finally active in February 10 of 2015 when long distance scans earlier in the month indicated a number of large unidentified objects on a slow approach towards Earth.}
{=(msgchosen):**Who are the Chosen?**
The Chosen were created by the Elders as a means of countering the growing threat presented by a number of diverse, isolated factions working towards a growing human Resistance movement. Each of the Chosen represents a different approach to countering these threats, reflecting the traits of those they were sent to destroy. It is not clear how long the Chosen have been on Earth but all indications are that they have been quietly engaging smaller cells of the Resistance for some time. They also seem to operate with near autonomy from the Elders themselves with varying degrees of reverence for their creators. In combat, their power is generally unmatched by the other forces of the invasion, and the Chosen have an almost uncanny awareness of human nature beyond even the Elders understanding.
