timestamp

Output a locale specific timestamp block with optional minute offset: `!timestamp` would yield the timestamp block for the current time. `!timestamp 5` would yield the timestamp block for 5 minutes from now. `!timestamp -30` would yield the timestamp block for 30 minutes ago.
