This tag only sends the first part if the user who ran the command tag someone else in the command. The first command block {cmd: does an echo command to the same channel if the user didn't tag anyone other than themselves, and gives the user of the tag a specific role if they tag someone else. The second command block does an echo command to a different channel butonly sends text in that command if the user tag someone other than themselves.
